From 18 to 25 August 2026, Rwanda TVET Board (RTB) conducted a series of stakeholder dialogue sessions that brought together more than 1,200 participants, including Head Teachers, Deputy Head Teachers in charge of Studies, Accountants from public, Government-aided and private TVET schools receiving training consumables, District Directors of Education, and Provincial Education Coordinators from across the country.

The sessions aimed to strengthen stakeholders’ understanding of Dual TVET, a training model that combines classroom-based learning with practical workplace experience, enabling learners to acquire hands-on, industry-relevant skills and better preparing them for employment and the demands of the labour market. The sessions also sought to strengthen collaboration among stakeholders to improve the quality and effectiveness of TVET delivery.

Beyond raising awareness of the Dual TVET model, the dialogues provided an important platform for stakeholders to discuss key issues affecting TVET institutions, including TVET quality improvement, the management and accountability of training consumables, co-curricular activities, institutional performance, and the effective implementation of responsibilities at school and district levels.

While addressing stakeholders during the sessions, Dipl.-Ing. Paul UMUKUNZI, Director General of RTB, emphasized that quality improvement must remain at the heart of TVET delivery. He called on stakeholders to work towards clear objectives, strengthen accountability, comply with relevant laws and regulations, and take greater ownership of their respective responsibilities to improve performance across TVET institutions.

The dialogue series also reinforced the importance of collaboration among TVET schools, districts, and RTB in creating an enabling environment for effective skills development and ensuring that TVET learners receive quality training that responds to labour market needs.

The successful completion of the nationwide dialogues marks an important step towards strengthening awareness and ownership of Dual TVET while fostering a shared commitment to improving the quality, relevance, and accountability of TVET delivery across Rwanda.
