Overview

Rwanda TVET Board (RTB) is a government institution established in 2020 by the presidential order No N° 123/01 of 15/10/2020 published in Official Gazette N° 32 bis of 19/10/2020. It was established under the Ministry of Education, to be at the fore-front of all efforts to promote TVET from level one (1) to level (5) of the Rwanda TVET Qualification Framework.

MISSION

The mission of RTB is to promote quality education in technical and vocation education and training from level one (1) to five (5) aimed at fast tracking socio-economic development of the country.

MANAGEMENT TEAM

Rwanda TVET Board (RTB) is headed by a Director General (DG), under whom there are two (2) heads of departments (HoDs), one (1) division manager (DM), and one (1) director (DAF).

RESPONSIBILITIES

RTB has the following core responsibilities:

  1. To design and distribute curricula, teaching materials, trainer’s guides, methodologies and establish training methods for technical and vocation education and training from level one (1) to five (5);

  2. To promote the use of information and communication technology in technical and vocation education and training from level one (1) to five (5);

  3. To coordinate and fast track technical and vocation education and training programs and activities;

  4. To coordinate programs and activities to ensure trainers development, build their capacities and monitor their management;

  5. To advise the Government on all activities which can fast track technical and vocation education and training development in Rwanda.

Director General

Dipl.-Ing. Paul UMUKUNZI

The Director General

Dipl.-Ing. Paul Umukunzi is the Director General of Rwanda TVET Board since November 2020. He brings with him a huge experience in TVET management. Prior to his appointment as Director General, Eng. Paul Umukunzi served as Deputy Principal in charge of Academics and Trainings in both IPRC Huye and IPRC Karongi. He is a graduate of Technical University of Kaiserslautern, Germany, where he obtained a Masters of Science in Civil Engineering.

Ms. Agaba Nassi Bisengo

Deputy Director General

Ms. Agaba Nassi Bisengo serves as the Deputy Director General of the Rwanda Technical and Vocational Education and Training Board (RTB), having been appointed on March 26, 2025. With a solid background in leadership and management, she has successfully led diverse, cross-cultural teams across various sectors.

Prior to her current role, Agaba served as a Senior Project Specialist at HOPE International, where she played a pivotal role in overseeing operational projects related to banking and fintechsystems. She was instrumental in the development and implementation of technical systems and applications for banks within the HOPE International Global Network, driving efficiency and innovation in financial operations.

Agaba holds an MBA in Organizational Leadership from Ashford University in Iowa, USA, complementing her Bachelor of Arts in Politics (International Relations) with a Minor in Economics from Messiah University in Pennsylvania, USA. She is also a certified Project Management Professional (PMP)®, a credential awarded by the Project Management Institute (PMI) in 2021, underscoring her expertise in project execution and strategic planning.

Solange UWAMAHORO

Head of Department Training Management

Ms. Solange UWAMAHORO is the head of Training Management Department in RTB. She holds a Master of Technology in Education (M-Tech in Education) from Tshwane University of Technology/ South Africa. Solange is in TVET sub-sector for the last 9 years, where she worked in the former “Workforce Development Authority” (WDA) as the Director of Qualification, Licensing and Accreditation Unit, and in IPRC Kigali as the Director of Quality Assurance and Training of Trainers Unit.

Aimable RWAMASIRABO

Head of Department Curriculum and Instructional Material Development

Aimable RWAMASIRABO is the Head of curriculum and instructional Materials development Department at Rwanda TVET Board (RTB) since February 2021.

He brings with Him a huge experience of over 13 years in curriculum and qualification framework development within the TVET sub-sector. Prior to his current position, He served as the coordinator for curriculum development at Rwanda Polytechnic (RP) between 2018-2021, curriculum developer at the Workforce Development Authority (WDA) between 2011-2018. He acquired his master’s in Education (curriculum and Instruction) from University of Rwanda in 2019, and a Bachelor of Science in Electrical Engineering from Kigali Institute of Science and Technology in 2007.

Fred SHEMA

SPIU Coordinator

Fred SHEMA is the SPIU Coordinator at Rwanda TVET Board since December 2023. He holds a Master of Business Administration (Project Management Option) from Mount Kenya University, Bachelor of Vocational Studies in Technological studies with Education (Civil Engineering Option) from Kyambogo University, Uganda, Diploma in Cyclical Leadership and Management from Maastricht School of Management, and Certificate for Training of Trainers in Building Construction Techniques from CIDB Holding, Malaysia. He has over 10 years of TVET experience having served at RP/IPRC Gishari as an Instructor & Head of Department for Civil Engineering from 2014 to 2018, Director of Academic Services from 2018 to 2021 and from 2022 to 2023 and Ag Deputy Principal in Charge of Academics and Training from 2021 to 2022.

Asher Emmanuel Mutijima

Ag. Division Manager, Digital Technologies Division

Asher Emmanuel Mutijima is a seasoned Tech enthusiast with extensive experience in education, technology, aesthetics, and capacity building. He has been instrumental in curriculum development and enhancement, focusing on integrating sciences into TVET curricula and spearheading revisions in ICT, multimedia, and music trades. Asher has played key roles in digital literacy training programs for public servants and in strategic planning efforts for Rwanda TVET Board. He has also been involved in international projects and partnerships, showcasing his global engagement and impactful interventions in education and technology. Asher's active-involvement in initiatives like the national robotics program, UNESCO digital transformation of TVET (DX/T) and integrating emerging technologies into TVET curricula is vivid. His dedication to innovation and empowerment through education and technology is evident in his significant contributions to TVET and digital literacy initiatives in Rwanda and beyond. Asher is serving as the Division Manager for the Digital Technologies Division at Rwanda TVET Board where he is overseeing and implementing the TVET digitalization, continuing his commitment to driving innovation, excellence in vocational training and digital literacy of Rwandans.
