SPIU

Putting in place a formal project management system, the Government aimed at streamlining processes to timely deliver to projects outputs in a more cost-effective environment. Primarily, the objective was to establish a dedicated structure to address the challenges of financing and transparency with the aim of gaining confidence among relevant stakeholders, including development partners (DP) and international donor agencies for sustainable development. This was the basis for conceptualizing and establishing the Single Project Implementation Unit (SPIU) in 2011 by the Government of Rwanda (GoR) to effectively manage projects and improve the quality of aid utilization in a more structured way, avoiding duplication of services under effective controls backed up by strong monitoring and evaluation systems.

RTB SPIU PROGRAMS

Rwanda TVET Board SPIU has four programs with different interventions. These programs are:

  1. TVET Infrastructure Development & Equipment Program

  • Rehabilitation and Extension of TVET Infrastructure

  • Construction of new TVET Infrastructure

  • Provision of training equipment

  • Capacity building

  • Scholarships for students

  1. TVET Skills Development Program

Intervention 1: Skills Development Fund (SDF)

Skills Development Fund has the objective to minimize skills gaps experienced by private business operators by rapidly increasing the supply of skills in high demand in the labour market and to ease the entry of new entrants to the labour market by providing them with labour market-relevant skills. It is one of the components of the Priority Skills for Growth program (PSG) that has been established through a financing agreement between the World Bank and the Government of Rwanda to support the implementation of NEP through a Program for Results (PforR) financing model.

Intervention 2: NEET Project

NEET stands for all young people who are neither in employment nor in education or training. The project came as one of the responses to the high number of Rwandan Youth who are not employed, not in education or training. This came as one of the sustainable and preventive interventions to engage young people with the aim to promote youth employment and prevent their social exclusion.

The main objective of the project is to support youth NEETs and to build skills and competencies to assist their integration in the labour market. The project will:

  • Upgrade capacities and competencies of university graduates in professional and technical courses with high labour market demand through Industry Based Training (IBT) and a Dual training system.

  • Equip unemployed secondary education graduates with technical and vocational skills with high labour market demand through Industry Based Training (IBT) and a Dual training system.

  • Upgrade capacities and competencies of unemployed and unskilled out-of-school youth to acquire technical and practical skills with high labour market demand through Industry Based Training (IBT) and a Dual training system.

Intervention 3: Scholarship Scheme under KFW

This is part of German Financial Cooperation (FC) to support the TVET sector in Rwanda. The new project phases IV and V build on the previous FC commitment in the Rwandan TVET sector. This phase includes the setup of a national scholarship scheme. The purpose is to increase the number of TVET graduates (level 3 - 5), in particular the share of female graduates and graduates from low-income families with employment-relevant competences. This is to contribute to the overall programme objective to increase the employability of the qualified workforce.

Intervention 4: Provision of authorization to deliver short courses

Companies and other institutions with the interest to deliver short courses follow the application process. The applications are analyzed and institutions are given the authorization to deliver short courses. The authorization has a one-year duration and can be renewed upon request and performance.

  1. Private Sector Engagement Program

The overall objective of the current proposed programme is to improve market-oriented skills of the youth in the tourism and hospitality sector in Rwanda. The proposed programme is the product of an in-depth analysis about the current skills development trends and employment status in the T&H in Rwanda. This includes a review of Rwanda’s development plans, and a wide consultation from relevant actors in the public, private and social sectors. The present proposal is based on the identification and formulation exercise organized by the EU Delegation in Rwanda.

This programme is built on 5 pillars covering:

  1. Institutional and managerial capacity of TVET providers in the T&H

  2. Quality and relevance of TVET provision in the T&H

  3. Development and promotion of industrial based training

  4. Recognition of the prior learning and experience in the T&H sector

  5. Professional and business support to T&H graduates in Rwanda

  1. Quality TVET Education Program

Quality TVET Education Program mainly focuses on TVET capacity building. This covers all capacity building related mater from training needs assessment, training manual development and training delivery for TVET trainers and RTB staff. The program also focuses on assessment and certification for short course trainings including School Based Training, Industrial Based Training, Dual Training and Recognition of Prior Learning Certification.

The Quality TVET education Program Unit is also in charge of quality improvement projects development and implementation. The program implements the Enabel Urbanization and Economic Development Intervention and Enabel Social Protection Intervention projects. These projects consist of Dual training in Construction and Manufacturing sectors in Rubavu, Musanze, Rwamagana, Kivu Belt districts and Kigali City.
